Appealing situation
I recently received a (parking charge notice) from Total Parking Solutions (WD6 4ZL) for £70 for over staying my welcome at St Peters Retail Park, Burton-on-Trent, which includes their kind and generous offer to reduce the charge to £50 if paid within 14 days. I copied the letter reference "Supermarket weep" and sent off my £10, after my earlier appeal, surprise, surprise, was rejected. I have now received a letter from TPS returning my £10 saying "We are not able to accept the cheque you have forwarded, as this has no bearing on the amount that is due for these charges,” followed by the usual threats. It is most frustrating there is no independent body, where you can seek arbitration. That's why these companies can get away with these excessive charges. They are never going to clean up their act whilst they can extract monies without redress.

The British Parking Association is now running a pilot scheme here: www.parkingforum.co.uk/adjudication_pilot It states, “This pilot is designed to test the principles behind formalising such a service and may form the basis of a statutory appeals service when the Government legislates to introduce one.” Unfortunately the government has not legislated to introduce one. It let Clause 56 of the Protection of Freedoms Bill through its Report stage unamended.
