Why must I complete a 'statement of financial circumstances' for court after having been caught speeding?

I have recently been caught for speeding at 108 mph on a motorway and am due to attend court on 1 August 2011. I have pleaded guilty by post already as I was stopped and spoke with the police officer on the day of the offence. My question is that I have been asked to complete an MC100 form "Statement of financial circumstances" for the court, which details all of my incomes and savings. In addition, they have requested details of my wife's income.

Why do the courts need this information except to see how much I can afford and to potentially fine me according to my financial circumstances rather than imposing a standard fine commensurate with the offence committed? Do you know if it is mandatory for me to share all of this information with them and also do you know what the impact could be in the event I refuse to share the requested details?
