Understeer with new tyres

I have just had new Hankook road tyres fitted to my Toyota Rav 4 and now it understeers very badly to the point that it feels as if the front of the car is going sideways. I have tried reducing the tyre pressures but this hasn't helped.

The tyres might scrub in and then grip a bit better. It has also been very cold and summer tyres have very little grip below 8 degrees centigrade. Might need realigning because the alignment was upset by the tyre change.
