Faulty Vectra 1.9

I just bought a Vauxhall Vectra 1.9 CDTi 150 bhp.

When I'm driving it's not picking up speed, but if I turn the engine off and back on again it will pick up speed. Once I reach a junction it will lose power again. I have been told its going into 'limp mode.'

I have taken it to a mechanic, he said he's checked all the pipes, the EGR valve, the air mass sensor, the turbo and put it on the diagnostics machine but he still cannot find the problem.
