Parking Fines
My wife recently parked in the Chester Retail Park Car Park and overstayed the maximum free time of 3 hours by 26 minutes. She has now received a letter from 'Parking Eye Car Park Management' demanding £90 for exceeding the time, or £60 if she pays by 13/7/11. I would add that for the whole of the time my wife was parked she was shopping at either Tesco or TK Maxx. Could you please advise on how to proceed because I think that £90 is an extortionate charge for 26 minutes overstay.

Simply refuse to pay and challenge them either to take her to court for her breach of parking contract or to stop harassing her otherwise you will get an injunction against them under the Freedom from Harassment Act 2007.
