Fault codes on 307

I own a Peugeot 307 HDI 110 2002. Management light on permanently (message comes as: antipolution fault & ESP no function).

I plugged it on computer and it comes up with: P0246 Turbo Pressure, P0401 EGR Circuit, P1425 Undocumented Code. Driving it feels like is the slowest car in the world.

Well P0246 is indicating the solenoid A for the turbo wate gate, and P0401 is indicating the flow to the EGR (exhaust gas recycling)is insufficent.

Given these two I would suggest that it may be that the EGR valve is at fault, however testing of this normally requires a vacuum pump and gauge.
