Do I have to disclose the driver information

I have a received a parking charge notice from a private parking company for parking in the car park of an office/work building, supported by CCTV images of the car entering and leaving the car park.

I am the registered owner of the car but I was definitely not the driver of the car at the time. I do know who the driver was but am I under any obligation (legal or otherwise) to provide this information to the parking company?

I am loathe to give any assistance to these people.

No, because though there is a very dodgy bill before Parliament, the act has not been passed and I hope it will not be. You have no obligation to disclose the driver or to pay anything.
