How can I find out the number of former keepers for a vehicle?

Is there a way to find out the number of former keepers of a car, from the number plate alone?

The V5/C registration document shows the number of previous owners of a vehicle, but if you are unable to view this document and only have the vehicle registration number then you would need to purchase a vehicle history check in order to obtain this information.
