London congestion charge notice, but was not in London that day

Have received notice to pay a fine for not paying the London Congestion Charge. On that day, the vehicle was being repaired in a Ford garage in Cumbria.

What do you recommend I do next?

Write back and state the facts. Either a reading error was made by the system or someone has cloned your plate.
