I own a 2002 SAAB 9-5 Aero. The car was SAAB dealer maintained for its first four years, and I have had it serviced by independents since purchasing it 3 years ago from Car Giant. Following recent mis-firing and poor starting, my local independent garage advise I need new DI cassette / coil pack. A Google search showed this to be a known problem, with numerous recalls worldwide. I took car into SAAB Southampton (as currently working nearby) who confirmed that the DI cassette needed replacement, but they were unable to do it FoC due to its age. I spoke with SAAB customer services, who stated that they had no way of contacting me as I had not used their dealer network for any servicing. The recall / TSB had expired at end of 2008. My SAAB did make a brief visit to the (now defunct) SAAB dealer in Farnham in Q1 '08, when its engine warning light came on - but they gave it a quick check FoC and said to come back should I have any problems. As I understand it, this fault was a formal safety recall in the USA, but not in UK, as so is at manufacturers discretion. What I cannot understand it how a recall can expire.

An official safety recall is permanent. A Technical Service Bulletin is put out to dealers of the marque to carry out goodwill work on a car when it is in for service. If you don't take the car in to the franchised dealers for its services, you are likely to miss TSBs.
