Technically, with ‘Intelligent Speed Adaptation’ by GPS, speeding can be prevented. There is no need to cover the country with expensive "speed sensitive stop lights". The object is not to punish anybody, but to prevent the problem in the first place. Your "lights" are an after the event solution, too late, and likely to delay any drivers following the offending vehicle.

Unfortunately Intelligent Speed Adaptation has been proved not to work and could be a killer. A public-spirited guinea pig involved in the testing turned mole and e-mailed me. If, for instance, ISA curbs the speed of a car where its speed is getting it out of trouble, then ISA could cause a multiple fatality. Then, whoever installed the Intelligent Speed Adaptation would have to be held responsible in law. It’s also much more expensive than speed sensitive traffic lights and could only be fitted to a small percentage of the 30,000,000 vehicles on UK roads anyway. I suspect that the promotion of ISA is due to strong lobbying by the manufacturers who stand to make millions out it.
