My father has a cherished plate on an old Datsun Cherry that will be
used under the scrappage scheme as payment towards a new car. He wishes to keep the cherished plate. Can you please advise the correct method to ensure that the cherished plate can be transferred to the new car without losing the plate. It has been suggested by the dealer that the plate would need to be moved to a Retention Certificate and then applied to the new car once on the road with new 09 plate then apply for a transfer. Does he need to speak to the DVLA and obtain various forms for this to start happening?

Yes, he needs to transfer the cherished plate to a retention certificate
and get a date-related reg for the old car. Costs about £140. More and downloadable form 317 at www.dvla.gov.uk (I attached a pdf of form 317.)
