You may not remember but last year I wrote to you concerning a PCN from Lambeth Parking concerning an alleged Moving Traffic Offence in Lambeth of Driving in a Bus Lane on January 2nd 2008. The Photograph was of an HGV with a registration number, which appeared to be that of my car Y36YOK, a Renault Scenic. On closer inspection you could see that the last letters were YBK. I phoned Lambeth Parking and was told that I had to produce a copy of my Registration Document to prove I owned my own vehicle, which I refused as they obviously had access to the DVLA database and they could easily determine to which vehicle that number applied. You responded to my email and agreed that I was within my rights not to do so. To cut a long story short I contested this fine and when I was ignored I wrote, in July 2008, to Angela Browning (my MP), Lambeth Parking, The Met Police, etc., etc. requesting that they help me to resolve this issue. Those that replied were non-committal, but I heard no more from Lambeth Parking and assumed that the matter had been resolved. Not so, On Saturday (17 months after the alleged offence) they sent me a letter stating that -"Your PCN has already reached a stage at which you no longer have any statutory right to make representations to the council". "Please note that the amount outstanding is now £180. However on this occasion the discount amount of £60 will be accepted if full payment is made within 14 days. If not it will be increased to £180 and registered as a debt in Northampton County Court". So I am now about to have a County Court Judgement imposed upon me for an offence I did not commit. I am not a wealthy person and like most I am struggling to pay my bills and I find this deeply insulting and quite distressing. If you can point me towards someone who can help me with the legal side of things I would be most grateful.
