Leak prospects

I have a 2002 Peugeot 406 Coupe 2.2 petrol. I have just been told that intermittent electrical fault - causing 'Brake System Defective' message to appear approx 1 out of 3 times when I turn on the engine, has been caused by water leak into the driver footwell. The
garage wants £900 to investigate and repair wiring and brake sensor (rather than replace wiring loom) which they say is the cause of the problem. I have experienced this message intermittently over the last 4 years, had it investigated 3 times, but the garage was unable to find any fault. The car had a 20,000 mile service 3 weeks ago. Could this be the cause of the leak problem as I have not noticed anything before?

Blocked drains to the ventilation well under the grille in front of the
windscreen. The water will have accumulated there then leaks into the car via the pollen filter. Unblock the drains, replace the pollen filter, put the heating on full into the footwell, and the problems may go simply by driving out the moisture.
