Early learning centres

My brother and my wife are learning to drive and we have been looking around London for places/tracks, etc that are preferably free of traffic so they can go and pay for 2 or 3 hours to develop some skills...but so far we have been unable to find anything like that. Alternatively it will be handy to know of the best roads in London so learners can practice without stopping every time for traffic lights, bumps, etc. Could you help us with this please?

Big problem in the London area. Best to find a driving school car, follow it, and see where he takes his pupil for some quiet 3-point turns.
