They are legal, but must not pose an additional risk of injury to pedestrians or other vulnerable road users. Since May 2007, it has been an offence to fit nudge bars that have not been approved with UK safety standards to be sold and fitted to cars in the UK. It's also worth noting that the bars must be professionally fitted. Otherwise, they may interfere with the car's active safety systems by obscuring an important sensor, radar system or camera.
