You recently published an email from a reader who had notified the DVLA of a change of vehicle keeper by email. Customers who submit an email enquiry regarding disposal, will receive a computer-generated response advising that their enquiry has been received and will be replied to by a DVLA clerk within 3 working days. They will then receive a reply from a DVLA clerk, which will state, “DVLA is unable to accept notification of the sale/disposal of a vehicle via email as a signature is required. The registered keeper of a vehicle has a legal responsibility to notify DVLA of their disposal of it by filling in and signing the relevant section of their V5C registration certificate. If the keeper does not have the V5C they can write or fax to the address below quoting the registration number, make/model of the vehicle, the exact date of sale/transfer/scrapping and the name/address of the new keeper/motor trader/scrap dealer. Please write or fax to: Vehicles Customer Services DVLA Swansea SA99 1BD. Fax: 01792 782378.”

As I wrote, government has kept the DVLA years behind the times in some aspects of the service it provides. I stopped using faxes about 12 years ago. It’s very retrograde that people can fax a signed notification of change of keeper, but cannot email it as an attachment.
