Red light zone

Swansea City Council has recently fitted a red-light camera to a 40mph section of road. The time that the lights are on amber seems very short, especially if you are travelling at the speed limit. Recently, in the icy conditions, I stopped when the lights changed, but the large 4x4 along side me went through the lights, triggering the camera. What is the minimum time for lights to be at amber? I have found similar information for the States, with the timing being dependant on the speed-limit. I have searched through the Highway Code, and the only reference to traffic lights, is to the actual sequence, and not the minimum timings. Any help would be appreciated...

3 seconds. The police attitude has always been that if the lights have been on green for a while you must be prepared for them to change. I think Britain should adopt count down traffic lights, shown on video at the end of the travelogue at:
