Pumper prised

I had my timing belt replaced 3 months ago, but it snapped. The garage says that the water pump broke and that caused the belt to break. The garage that recovered my car said that the waterpump should have been replaced at the same time as the belt as standard practice but the garage that did the belt did not change or even mention the waterpump. Is it standard practice to change the waterpump at the same time as the timing belt? Do I have any comeback on the garage for not changing the waterpump?

I recommend tensioner, all pulleys and timing belt driven
waterpumps to be replaced at the same time as the pump. But that makes the job expensive and customers often don't want to pay, which is why it isn't routinely done.
