Is buying a car that's a Cat S write off safe?

I recently saw a Cat S write off car for sale which states that it has been repaired to a high standard. I asked the vendor to provide me with details of what happened to the car. They wrote back to tell me they don't know the answer but stated that they have 'certificates' to show the high standard of the repair and the invoices. What certificates would I expect it to have, who would issue these and are they of any legal standing?

Avoid any previous total loss like the plague. Under the New Salvage code, if a Cat S is sold on, then copies of the repair methodolology, engineers reports and parts invoices should be supplied. www.iaea-online.org/media/content/salvage-code/sal...f
