Can we trace a driver's details using just a reg plate?

My stepdaughter was involved in a minor collision ten days ago, when a van emerging from a crossroads did not see her approaching. She stopped, but he didn't. He hit the bonnet, bumper and nearside light. Being a young driver and as it's her first accident, my stepdaughter was understandably flustered and upset. The van driver stopped but thought there was no damage and nobody was hurt, so he drove off. Fortunately she snapped a photo of his number plate on her phone at the time. When she got home we found the bumper creased and the bonnet dented and shifted about an inch out of alignment. Our local bodyshop estimates £600 to repair/respray. I'm reluctant to make a claim on her insurance for this for obvious reasons. Is there any way the DVLA or the police will disclose the owner's details for us to pursue privately do you think?

Yes, where you have 'just cause' to seek a vehicle keeper's details you can do this, for a small charge. See: www.gov.uk/request-information-from-dvla /
