Is the council liable for damage to a car caused by a landslide?

My son was involved in a landslide incident whilst driving in Wales. His car was extensively damaged. Is anyone liable, like the council, for incidents of this type?

It would normally be seen as an act of God/nature. Unless someone has been negligent.
