Parking ticket Late Payment Penalty when no original penalty was notified

Upon returning home, I received a letter from UK CP S alleging that I parked out of a marked bay.There was no ticket on my windscreen , otherwise I would have dealt with the matter .UKCPS demand that I pay£100 as I did not pay within the concessionary period . I have written , asking for photographic evidence of this, and have not yet received a reply, but another demand for £100 within 14 days . Can I appeal , or is it too late ? It seems ironic that this payment is being demanded under the "Protection of Freedoms Act Schedule 4." Thank You AS Sheffield

This is starting to happen quite a lot after the Law Lords ruling on November 4th. Drivers who breach their parking contracts are being hit with penalties for not responding to the original penalty notice when they never received it. Your response should be to demand evidence of posting of the original NIP and tell them that if it cannot be supplied you will pay the original penalty but will not pay the late payment penalty and will go to court over the matter if they pursue it.
