Will road tax change for Volkswagen diesels?

Due to the Volkswagen diesel scandal will governments seek to claw back higher road tax from current owners either retrospectively or from now on?

Similarly will purchasers of new Volkswagen group diesel vehicles have to face higher road tax bands when the emissions are accurately measured?

VED is based on CO2, not NOx, but the CO2 tests are no more realistic than the NOx tests so yes. If the tests are made more accurate for real life and CO2 is taxed the same then tax will go up. Our real life mpg databank that has collected 68,000 real life mpgs shows an average discrepancy of around 20%.
