Solution to flaky laquer?

The laquer on the roof of my metailic blue Coupe has begun to flake, the underlying blue paint is sound and rust free. The car has given me superb service since I bought it new and until the above problem has always been a stunning looking car. Given the value of the car and the cost to have a paint shop to do the job, is there a solution that I could possibly undertake to fix the problem?

The only thing to do is have the flaking lacquer removed and replaced. Might not be crazy money. Good to keep a great looking car like this in good shape.
