Grand Scenic won't start

My Grand Scenic won't start. It's got a low battery fault coming on the dash. I put on a brand new battery but I've still got the fault and the car still won't start. Fuses and Battery OK.

Starter motor, starter motor voltage regulator, and, if it's a diesel, glow plugs voltage regulator.
