Road sign blown onto windscreen

On driving west on M4 Junc 5 a temporary road sign was blown off its stand straight into my windscreen - causing severe damage to car. The Highways Agency passed the buck to the contractor who is blaming high winds (winds had been higher in previous 48 hours) and side draughts from lorries. My argument is the sign could not have been fixed correctly to stand. Have a witness in car behind. Anyone had similar issues as not prepared to let them get away with this?

They will plead 'Act of God'. You would have to counter this with 'negligence'. I think they might win.
