1999 HDi black smoke on revving

I have a Peugeot 406 HDi 1999 (90bhp). . It has failed its exhaust emmissions test 4.7 showing and it needs to be below 3.0. There was a lot of black smoke when the car was revved the MOT tester was good enough to show me. I had not noticed it before myself as i tend to drive the car conservatively keeping it at low revvs. Could this be the EGR valve or would this show other symptoms.. Might just be soot in the exhaust system. Get a bottle of fuel injector cleaner. Fill up with Shell V-Power diesel or BP Ultimate diesel. Take the car for at least a 50 mile drive giving it some revs (hold it in 3rd or 4th if necessary). Then re-present it at the MoT testing station hot. You might be lucky.
