citreon saxo wont start after it has been raining

I have a 1.4 Citroen Saxo and I have only one problem with it and that's if it has been raining hard or raining over a long period of time it won't start. The engine ticks over but doesn't spark the engine. After trying to start it, smells of petrol. This only happens when its raining and if I leave the car to stand for a while it then starts. Is it possible that water is getting into the engine or something else?

Yes. Water on the leads or the coil is shorting out the current so it doesn't get to the plugs and churning the engine is filling it with fuel. You probably need new coil and leads.
