Is it legal for a horse and rider to use the pavement ? Just seen someone doing this

When Staffordshire still had police horses they used to "exercise" them at the walk on footpaths and cycleways.

I've never understood why horses*** on the footpath is fine but dogs*** is an offence.

Section 28 Town Police Clauses Act 1847


Penalty on persons committing any of the offences herein named.


Every person who in any street, to the obstruction, annoyance, or danger of the residents or passengers, commits any of the following offences, shall be liable to a penalty not exceeding [F15level 3 on the standard scale] for each offence, or, in the discretion of the justice before whom he is convicted, may be committed to prison, there to remain for a period not exceeding fourteen days,

I am a horse rider and never ride on pavements. It seems bad manners. I'm also a mother and would hate to walk along a pavement with my daughter/ pram and walk in horse dung!

However its not made clear to horse riders what the legal situation is in the same way its made clear to dog walkers.

I should add though that I know plenty of riders who do go on the pavements as cars whizz past so fast these days... please slow down for horses - if one shies out in front of your car it can do a lot of damage. I tend to keep away from roads as much as possible but its not alway easy.

Why not, it's got feet.

With a rider, it could be deemed to become a vehicle.

Then it would have to conform to the laws for horse driven vehicles, which include being kept on the road.

Why not just stop and collect the horse excrement out of common courtesy for others ?

Simply carry suitable equipment for the task, large poo bags & pooper-scooper.
Also there are poop bags (bun bags) that can be purchased and fitted to the rear of a horse.

Someone has to clear up after horse excrement is evacuated onto a pathway, road, beach etc. it's a health hazard to children, adults & dogs etc. Get that stuff on your feet and bring it into the house or car and it takes some getting rid off.

Having no choice but to ride on the road, there are times when it is beneficial for all concerned to step the horse up onto the pavement to avoid collision and keep out out of harms way from oncoming or following vehicles.

I've done this plenty of times and have been passed by Police while doing so. It is probably easier for all not to have to try and seperate 1/2 a ton of horse from a car or lorry. A horse can and will "spook" at anything and can go from strolling happily on the roadside to prancing down the centre of the carriageway in a split second.

Even the sane ones can have an "off" day, give them plenty of room and prepare to stop if needed.

If there were some/any off road riding available most riders would prefer not to come into contact with vehicles and even then it would require some on road hacking to get to said off road riding.
