Hi.
First check the connections on the battery are tight and the fusable links are tight and passing power - not blown. If indoubt unbolt the various leads, clean and replace. Check the earthing to the engine and bodyshell.
Scenics are notorious for water ingress into the UPC (power protection module module) under the bonnet on the very right hand side when facing the car. Usually the scuttle drains block and water gets into this unit. The UPC is a fusebox, power distribution centre and ecu. Unfortunately this unit (along with the engine management unit and the UCH - internal body systems interface) decides if the car can be started and if there are faults can even stop the starter motor engaging.
If you're lucky a quick and easy fix is to remove the UPC cover and blow dry the module with an hair dryer for 15 minutes (don't bake it!) then if the car starts and all works fine spray the module with water displacing fluid, replace the lid, cover the module with polythene and clean out the scuttle drains. If this doesn't work it gets more involved.
If you're unlucky it's time to check all the fuses and relays or get the codes read using a dealer tool (Renault Clip) - some aftermarket diagnostic interfaces may have similar diagnostic abilities but it's a jump up from a 'code reader'. To check all the fuses you'll have to remove the UPC from it's housing which involves removing the battery (maybe the battery tray) and sliding the UPC out sideways.There's also a selection of fuses and relays under the UPC to check. If all the fuses are intact (be very sure to check the fuse holders for corrosion) you could open up the UPC to look for water/ corrosion or damaged PCB tracks, if it all looks OK the car may need a replacement UPC, these aren't coded to the car but you should get the same module type as indicated on it's sticker.
