Contravention code 62 is parked with one or more wheel on the pavement. Mainly a London issue as pavement parking there is prohibited unless there are exemption signs. Reverse applies in rest of country.
Camera contraventions don't normally generate a ticket at the scene; pretty well always served by post.
The Notice to Owner tells him how to appeal. Stage one is to make representations to the Council. If they reject those he can appeal to an Independent adjudicator, in London the Parking and Traffic Appeals Service. The adjudicators are experienced lawyers appointed jointly by TfL and the Lord Chancellor.
Process is pretty informal and straightforward. The adjudicator will have the documentation, including the pictures on screen. The driver will have paper copies in advance.
The adjudication is free but if the appeal is refused then the penalty is payable in full without the 'discount for early plea' he'll get if he pays now.
The adjudicators rooms are near Old St. So far as I'm aware the hearings are open to the public (check this before attending) so he can go along and see what happens before getting into the deep end.
