PCN on foreign number plate, Code: 12 Haringey - the.bloke

Hi All
I have imported a classic car at the end of the summer from France.
It is now registered in the UK with DVLA, but I have not yet put the UK plates.
Last night I parked in a P&display and residents bay. Paid for my stay.
The car in an old convertible, therefore do not lock the doors [they cut the hood].
On my return, I found a PCN a my winscreen. And no P&display ticket.
I could park on the yellow line, but felt safer there.

Code: 12 Haringey council. Time: 20:19
There is no mention of the country the car is from.

Is there any way the car trace the keeper? I know I am fighting a lost cause with the Pay&display ticket.

I understood that there was an agreement reached a couple of years ago or so that members of the EEC could ask others for owner details of vehicles registered elsewhere.

This being preperation of the eventual EECX univerdsal point?disq system that EEC want to bring in.

SO... if they have a mind to they could chase????

There was certainly such a proposal DVD but I'm surprised it's been implemented without a hue and cry from anti Europe lobby.

Presumably worst that will happen to OP is that Froggies will shop him and he'll get a Notice to Owner. Not sure the French have got all their cars on a National system yet, 50% were still showing a departement suffix when I was over there in late summer.

The car like I've said is [ officially] on UK plates and taxed. But never found the time to remove the rivets and change them. DVLA knows the old French number plates.

Would DVLA reveals the old number plate to the council?

The car was sleeping for 12 years in a garage, therefore still on the black and silver plates, not the new plates them have now.

Question is now, do I risk it, like Bromptonaut said, almost no chance, or painfully pay £65?

You need to get the plates changed over pronto. There are more serious issues then a parking PCN waiting if you don't.

Personally I'd stop worrying about it until such time as an NTO arrives in the post. Unlikley the Council will ask DVLA about your French plate cos it's French innit!!

Not 100% sure of this but IIRC the NTO repeats the half price offer anyway - there's no guarantee the ticket came to the keeper's attention.

Perversely DVLA give no guidance on timescale limits to transfer plates over - when I bought a cherished number and transferred it to my existing car I had both VED disks in my possession and could, in theory at least, have put the new plates on any time after that - as it happens I notified my insurer when I got home from the DVLA local office and then changed the plates.

The council never did contact me regarding this parking ticket.

Don't gloat yet mon ami....

Council could have 6 months from issue of ticket to send out if they have have received no inf from DVLA on Reg Keeper on their initial enquiry for Keeper.

May still a along way off.

It's quite possible they've just binned it on sight of foreign plates and no response.

ISTR seeing that most fines in the UK are below the threshold (in EUR) required to allow cross-border charging under EU rules. Most places on the continent charge a fee on top of the original fine as an "admin fee" for dealing with foreign vehicles. It's not an admin fee, it's only there to ensure that the total always exceeds the limit so they can send the ticket to the foreign owner.

For some reason the UK does not appear to have cottoned on to this simple trick....
