Audi S8 - Young person with van insurance - Daedalus

My 19 year old son has put off his test and buying a car due to the cost of insurance. Being a bright lad he has thought laterally and looked at getting a van instead. A Suzuki 1.3 Carry van will cost him about £1,700 max to buy and about £1,200 to insure. The van actually makes sense for his life style at the moment, he would only be carting his younger brother around to AirSoft meetings and throwing his crap in the back and I suppose he can sleep in it. He's like me, a late starter as far as the girls are concerned so street cred matters not a jot. BUT can he take any no claims etc from the van in a couple of years to put to a car?

Last year, there was some 17-18 year old on the local news who had bought a 40 year old tractor to drive to college, as the insurance was £50 a year. I wonder if this could be used for NCB accruel?
If so, a new driver who can't afford a car could just get insurance for one even a scrap one) and build up no claims bonus.
