Ignore it. Private parking companies have no lawful right to give a 'penalty notice'. What looks like a penalty notice from them is really just a charge for breaching contract (in their view). He has no legal obligation to answer it. Only a court could force him to pay up and 99 times out of 100 these firms dont bother with the hassle of going to court. His position is he doesnt have to respond but it is often a recommendation to offer to pay half of it or something as the parking firm knows these regulations too, but they rely on peoples ignorance to frighten them into paying up. If its from the council or the police he has to respond, look at the 'ticket' if is NCP or something then he doesnt.

He should ignore the penalty charge.

He has the moral right to park his car on someone else's land where-ever he chooses.

The fact that some poor disabled person wil have to park elsewhere & struggle to get to the gym where he is probably taking part in a medically required physiotherapy program to help him cope with his disabilities should be of absolutely no concern to your son.

You tell him - he obviously needs to conserve his energy for his gym work-out.

b***** handicapped - should stay at home in their damned wheel chairs & rot; taking up car parking spaces for us abled blokes .... the very idea!

Unless they were disabled people in a que beside the space crawling on their front across the road, blocking traffic in order to make it into the gym then you really dont need to go so over the top. And my mother is disabled and she hates it when jumped up nitwits like you feel they can dish out a moral lecture on her behalf.

I park in a disabled space where i work, we've got 10 of them and 4 blue badge holders currently work in the building, i dont park in the 4 spaces closest to the door. There is a law which specifies how many disabled spaces you need to have regardless of what the premisis is used for and some places end up in a situation where the amount of spaces exceeds demand and theres not enough spaces for the rest of us. Truth is there is enough room for me but the nice wide disabled bays stops anybody opening their door onto my Jag. But if we had 10 disabled people working in the building i'd have no problem in moving it to accomodate them.

The 'disabled' bay is irrelevant to the OP's question.

The ticket is no more than a scam invoice and can be safely ignored.

A minor point is the disabled blue badge scheme can not apply on private land.

Supermarkets and the like tend to use the widely understood wheelchair symbol, which seems to me to be a common sense approach.

But used in that way, the symbol has no more legal force than a sign saying: 'Red cars only'.

As has been said, the OP did not ask for a moral lecture and is probably well aware of that side of things.

But I would observe the son needs to spend more than 20 minutes in the gym for the session to have a positive impact on his fitness.

Just a wee word of caution to the advice (sound) given above to ignore.

Be sure that it is Private land and not an area adopted by local Council and subject to an Off Street Parking Order. If so do not ignore.

Ticket will give indication : PARKING CHARGE NOTICE heading then private and not subject to Statutory control.

The only people who would come to visit would do so by appointment, and they'll always be asked if they need any specific provisions and if a disabled space is one of them im the first to volunteer to move. And the only times that happens is for things like job interviews anyway.

Out of interest what is the ticket actually for? Is it for parking and not paying (as in pay and display type thing) or is it for parking in the disabled bay without a badge?

Hello geoff333, a couple of issues here. It seems that your son received the 'ticket' for parking in a space reserved for disabled drivers. That seems to be the 'offence'. It does strikes me as excessive to demand £135 for this error. If it is a private Parking Charge Notice and not an official Penalty Charge Notice then you can choose to simply ignore it. If it is private there is no 'offence' just a breach of contract. However in general it is regarded as 'offensive' to use a disabled drivers bay and is bound to get everyone angry. I know it is probably just thoughtless behaviour, but let us hope your son has learned a lesson from this. We all need to keep our wits about us these days or suffer the consequences. Btw, on private land, disabled bays have no legal existence or protection. They are nothing more than a large parking space.
