Van not often used so battery out for long periods - but reconnected battery after some weeks and both headlights came on regardless of ingition being turned on light switch on etc. Headlamp relay clicking in as soon as battery connected it seems. If the two headlamp fuses are removed lights go off but relay still kicking in.

Might be relay but before I track one down to try wondering if anyone has had this problem and found the solution.
