Originally it was to be free after the initial toll period had paid off the construction costs.

They were paid for a number of years ago.

The main reason for congestion there is because most people have to stop at the toll booths.

Given that tolls are still in place after the initial costs havce been defrayed, why on earth don't they use the technology that TfL operates for the congestion charge?

I still remember the days prior to M25 when the A282 was a single carriageway road, with queues to use a tunnel under the Thames.

Nowadays it is part of the nation's top motorway, 4 lanes in each direction, and even longer queues to use ...

Who remembers the period a couple of years ago there was a major power failure in the area, and the tolls had to be suspended? That was the only time the crossing operated without undue queues AND it was much friendlier to the environment too - well who thinks queues of 10 miles 4 lanes wide is good for the environment?

2 things needed now ..... dedicated lanes for dart tag holders - like the French motorway toll tag lane .. and official advice as to which route to use as an alternative so to reduce congestion.

Come on Boris, do you want the Blackwall tunnell to have even longer queues (and and the approach roads either side)??

Southbound/clockwise the road would run well, but traffic using the tunnels will always cause some delays, note the queuing trying to enter the tunnels after passing the toll booths.

Much of the problem is down to half wit drivers actually having to use some judgement and road positioning to filter themselves into 4 lanes without pandemonium resulting, plus anywhere there is a speed limit for even a mile causes all sorts of concertina hiccups.

Factor in that trucks over 15' 9'' can't use the left hand tunnel, so over that height they are compelled to use the right hand tunnel. This isn't common knowledge and there's no forward warning signs i'm aware of to inform drivers of high vehicles that they should move over to the outside lanes.... there's a very busy entrance right on the toll booths so any high vehicles entering there will still mean stopping all lanes for a while whilst the high vehicles crosses all lanes after the tolls to get in the RH tunnel.

I don't see there being a cure for this situation without more investment, though the ever increasing cost of fuel should eventually have some traffic reducing effect as the depression starts to takes effect.

As for the charges, surely nobody over the age of consent believed a politicians promise?
