Depends on the age of the car, but the instrument unit usually stores all of the codes & some diagnostic info. I'd suggest getting one of the cheap bluetooth OBD readers from Ebay & using the 'Torque Lite' app - this will give live data of engine speed, road speed, throttle position, etc. - If the speed registers on the app & not on your speedo, then assume the instrument panel is faulty & source a unit from your local scrap yard or Ebay - bear in mind that there are several types, ie high & low spec, petrol & diesel, and the mileage on the replacement unit can't be reprogrammed without more complex diagnostic equipment.
If the speed doesn't register on the app, then it's likely to be a speed sensor problem with the unit on the gearbox - this can be a common issue on certain aged Fords, but is pretty cheap & easy to replace.
You can program the remotes of most Fords without diagnostic equipment - make sure your key batteries are good & Google 'Ford remote sync'
