NI insurance will always be a nightmare despite the lower level of car crime, it's mainly due to the huge compensation culture and level of payments, how many times have you seen a minor bump in NI with no visible damage to the cars yet you have the driver and any passengers of the car that has been hit standing about holding their necks and in no visible discomfort whatsoever?
