My wife has recently been convicted a second time (SP30) for speeding. the latest offence was in November 2010. This has considerably increased her insurance premium. I have heard from friends that by completing a speed awareness course it can prevent the 3 penalty points. At the time of the latest conviction she was not offered the course but can she apply to take one now to reduce the points on her licence or does it have to be completed at the time of the offence? and is it by invite only?

A few years ago I was caught doing 46 in a 40 mph limit area. No speed awareness course was offered. I was less than happy, but technically there was nothing I could complain about.

The Speed Awareness course is indeed by invitation only, and will be offered only in certain cases at the lower end of the scale. I was offered the option of the course after being clocked at 36 in a 30 as my first offence. You can only do take the course once every three years for speeding offences, and once every three years for a red light offence, and only if the authorities choose to offer it. If your wife has a recent previous offence, she won't be offered the course option if it would be within the three year limit; they may also decide not to as there is a re-offending issue and they may deem that she did not 'learn her lesson'. It isn't something that anyone has a 'right' to, it's at the discretion of the authorities.

Pay the fine, take the points then check out the IAM or RoSPA. Your wife has been caught twice so there is a message there.

These courses are being offered much more often round here as the £80 "course fee" goes into the local coffers rather then a fine which goes to central funds.

A "persistent" offender won't get the choice though.

What is the point of a course for lower speed offenders ?It should be for the higher speed offender not somebody who is driving a few miles over the speed limit.
