Question if my car was left to stand for six weeks and the brake discs rusted up would this affect a test on my brakes and by what margin.

Also if one of my rear brake cylinder seized could it be because it was left to stand for six weeks without been used

disks can rust in a day or two. Just use the brakes a few times and all should be well

Having left the car for 6 weeks, assuming out of doors, anything could happen. Did you leave the handbrake on, for example allowing the shoes to stick to the drums?

Any condensation in the brake fluid plus lack of use could well lead to a wheel cylinder sticking/calling it a day.

Maybe you were just unlucky. When I worked in F1, my cars sat in the work car park regularly for up to eight weeks at a time without any problems. Merc.,BMW,VW and Mazda's were fine even with rusty discs. They soon cleaned up. No problems, not even a flat battery.
