Hi there. Can another person attend a couty court hearing in place of the person being summoned?

They can have legal representation and not have to attend - in most cases in the small claims courts legal costs for representation are not recoverable.
You can also have a private individual attend with you but you must be there yourself. It may be that if you fail to attend a hearing with very good reason the district judge will adjourn once in the interests of justice.
In any case if you fail to attend and are not legally represented the court can variously find against you or demand a certain action by a certain date.
If you then fail to comply they can then find against you - often called an "unless" order - unless you comply the court will order X.
On some types of hearing - such as an oral examination as to means - you have to attend or you can be held in contempt - a very serious offence and you don't want to go there.

So a lay person cannot represent the person being summoned? Is there any way around this?

They may be able to delay the hearing, but realistically not more than 14-28 days - or everyone would try it on.
