If a fixed speed camera doesn't have the road markings as well, is it still legal?

Depends on the type.

One near me had the lines marked on the road. Then it was resurfaced, and the lines were not repainted. If as in the OP, I triggered the camera to flash, would it still count as they would not have the markings to judge my speed.

Other sites, the white lines have worn. If you got caught at these spots would you be able to evade a fine?

Markings on the road are not a legal requirement for speed cameras, unless the device is specifically type-approved for use only with road markings. Gatsos do not require road markings (but often have them).

However there must be a form of secondary check to verify the reading of the primary speed measuring device. On fixed cameras the white lines make it easier to check the speed but it is possible and legal to be successfully prosecuted by a speed camera that does not have any markings on the road. On mobile cameras the device must be verified against another device - such as a police car calibrated speedometer at every outing.

A Gatso performs the primary speed estimation using Doppler radar. The secondary check is done using photogrammetry on the two photographs which the camera takes a fixed time apart.

This does not require the white lines to be there but their presence makes it easier for a human to check.

I used to post a very long explanation as to how you could mathematically check whether a speed camera was correct from the photographs. People used to drive out to speed camera sites and measure the line distances and then use our formula to calculate the speed.

I cannot remember a single case where anyone came back in triumph saying the camera had got it wrong.

Ari Onassis used to say submarines were "ships without souls". I have the same feeling re speed cameras.
