I need your help!

I have one head lamp (dipped beam) which will not work. The Volvo dipped beams are normally on all the time (unless you turn them off) but the offside light comes on for one second before going off and staying off.

I've changed the bulb and the fuse and checked the connection where it meets the bulb. The lights are not Xenon but halogen. Any ideas?
