You first need to prove that there is 12v going to the starter if there is either the starter is faulty or the starter bendix has jammed on the flywheel.One way is to hit the starter hard with a piece of solid wood or lump hammer whilst try to start some times this has the desired effect of freeing a jammed starter.
If you have no supply to the starter you need to trace the circuit backwards is the ignition opererating the starter relay ?is the starter relay working properly?if yes do lights go dim when you try and start a sure sign of a jammed starter.
Is the starter easy to get to if so remove it put a12v supply to it and see if it works it should turn quickly and you should see the bendix fly up the shaft.
