I would have thought it depends on the reason it broke. If they were simply incompetent then they should charge you the original quote, but I suspect they will say the plug had seized & it snapped whilst they were trying to extract it in the normal mannner.

I guess all you can do is to see if you can verify what they are saying (if above) is true
