Does the engine reach normal operating temperature in a reasonable amount of time? If not, then the thermostat could be at fault. Failing that, you might have air trapped in the pipes from renewing the heater valve, try running the engine at idle with the expansion cap off, to remove any trapped air.
I have just had the exact same problem with a fiesta freestyle.
I changed the 'thermostat' and the 'heater control valve', however, It took a couple of days before the heater started working after I had changed the valve. It was necessary to bleed air out on the day I changed the valve, then a couple of days later I had to bleed some more air out.
After I had bled the air out the 2nd time, the heater suddenly started working, and is now hotter than it ever was!
