Speeding on camera - Andrew Tarr
May I refer regular readers of this website to Tom Sutcliffe's front-page article on today's Review section of the Independent (Tuesday 26th)?

I read today in the Mail that Local councils were going to use their CCTV systems to catch people parking ( even momentarily ) illegally and issue fines . . .

I can elaborate, even if the driver of a car pauses on a double yellow line - as we all do, to allow his / her passanger to go to a cashpoint machine, the camera will record this and issue a fine, whereas hopefully a copper would take no action.

Contrast this with France they have abolished road tax altogether, and on New Years Eve all taxis operate free of charge - to discourage drink driving. diesel costs 2/3rds the price of petrol. Now can any of you tell me that we are not all victims of RIP OFF BRITAIN ? ? ? ?

The quality of most of the CCTV footage I have seen, taken with outside cameras, is so poor they would be pushed to get the make of car never mind the number plate. Shop ones are different but the things that check the high street don't seem to give much detail.

Now here is a different idea, loads of rough edges on it but sure you will all rip it to shreds and prove I am talking out my posterior.

1. get rid of VED, replace tax disc with insurance disc, replace MOT cert with number plate indicator (as they do in Germany?),
Pro: get rid of no insurance no mot merchants :-)
Con: loss of revenue to Govt.

2. reduce fuel duty to an EU wide figure, or to a figure which just pays for decent maintenace on the general road network, ie non motorway/trunk
Pro: level playing field :-)
Con: anti EU mob will object due to loss of sovereignty and again loss of revenue in UK at least.

3. Scrap all speed cameras unless they truly are at an accident blackspot where excess speed is the major cause of accidents or *significant* risk, back to the school at kicking out time example.
Pro: Need I spell it out :-)^(a big number)
Con: Needs more driver self restraint & training. Maybe need some absolute top whack limit eg 180 on a motorway, mind you within a week we would have a post saying ?There was this wassock in lane 3 @ 170!) Ok so the 180 limit is ever so slightly tongue in cheek, how about a ton?

4. Impose compulsory driver advanced training and medicals. Maybe with some grading on the type of vehicle you can drive or other performance limiter based on the test score. Needs some sort of possibility to downgrade approval with serious abusers.
Pro: Those who are willing to learn and put it into practice can do it, those who are not can?t.
Con: Expensive. Civil liberties gang again.

5. Replace lost revenue by road tolls on motorway & trunk roads, (bear with me see no 6)
Pro: those that use the expensive roads the most pay the most. Plus easier to see the true cost of all those journeys,
Con: Civil liberties, plus need to sort the technology out.

6. Use the toll system to calculate average speeds, so that the amount you paid at the end of a journey varies according to the average speed. So a rapid merchant pays two ways in increased fuel consumption, and increased toll, while a slower motorist would pay less or maybe even nothing, plus reward for lower fuel use which is also better for the environment. There would have to be some minimum imposed especially on the motorways, and not sure how to deal with a minimum speed limit when visibility is lousy. But get this, when your average dropped below this minimum limit due to congestion the toll system pays you. Government would sort out congestion and public transport then I think.

So we have all laughed at Dom Joly on Trigger Happy TV as the traffic warden trying to nick people for parking when they are in a traffic jam or stopping at a pedestrian crossing. Maybe Mr Joly has an inside track into politicians minds methinks. Mind you I'd like to see plods expression if he was sat in a car and talking into that sodding huge mobile phone!

While we are on comedians, did you notice that you never ever saw John 2jags (or is it 3 jags now?) and Les Dawson together.

Actually, I don't have a problem with speed cameras...I believe that one shouldn't really speed as a matter of course PARTICULARLY in built up areas, HOWEVER, my gripe is that 35 MPH is too close to class as an intentional violation of the law.


Does anyone know of anyone who's challenged these "near legal speed" prosecutions / or of an organisation which is assisting in challenging them?
