can the anpr automatically see that somebody is driving with just a provisional licience, even if car is insured, mot'd and taxed.

ANPR only picks up the keeper and facts relating to the vehicle. It does not show who is driving it.

In some circumstances (such as kerb crawling, drug dealing etc) the vehicle can be associated with known patterns of suspicious activity which is added to police intelligence data.
