I suppose it can only be a couple of things causing this problem. It could be the pedal that might be faulty (perhaps check it where you push the pedal by hand), or the cable may have a fault somewhere where it leads to the engine bay. Either these or the cable is getting caught somewhere: I would check the whole unit as it leads to the engine bay!
